Seattle's City Council has established the 'Roots to Roofs Bonus Pilot Program' by adding new sections to the Seattle Municipal Code. This term-limited pilot program, active until 2035 or after 35 qualifying projects, aims to encourage the development of low- to moderate-income housing and neighborhood-serving equitable development uses. It is specifically designed to mitigate displacement pressures and address historical land use patterns, including those stemming from racially restrictive covenants. The program offers significant regulatory incentives, such as additional height, increased floor area ratio (FAR), and exemptions from standard FAR calculations for participating projects. To qualify, developments must involve a 'qualifying community development organization' with a controlling interest, be located in Neighborhood Residential, Multifamily (excluding Highrise), Commercial, or Seattle Mixed zones, and ensure at least 25% of dwelling units are moderate-income with two or more bedrooms. Eligible projects also benefit from exemptions from design review and minimum parking requirements. The ordinance defines 'equitable development use' broadly, encompassing activities that prevent displacement for cultural populations at risk.
