This change prevents a potential significant reduction in PBIA revenues if a proposed ballot measure to increase the B&O exemption threshold to $2 million passes. The West Seattle Junction Association argued that businesses below the current $100,000 threshold still benefit from PBIA services, such as cleaning, security, and marketing, and should contribute proportionally. This change affects 23 businesses, with an estimated combined annual increase of $4,600 to the PBIA.
