The Seattle Office of Planning and Community Development (OPCD) proposes legislation to rezone a collection of four parcels, totaling approximately 3.1 acres, in the Lake City neighborhood. Three parcels are city-owned (Seattle Parks and Recreation, Seattle Finance and Administrative Service, and Seattle Public Library), and one is privately owned by Bank of America. The primary goal of the rezone is to facilitate infill development for affordable multi-family housing and community-serving uses, including a new Lake City Community Center with affordable housing on its upper floors. The proposal seeks to increase the height limit by 10 feet, from 75 feet to 85 feet, and increase the maximum Floor Area Ratio (FAR) from 5.5 to 5.75. This change will unify the zoning of existing Neighborhood Commercial (NC) and Lowrise 3 (LR3) zones to NC-85 and NC2P-85 throughout the affected area. The rezone is estimated to facilitate approximately 500 new housing units in total, with about 113 affordable units on the city-owned community center site and potentially 400 homes (20 affordable) on the Bank of America parcel. The OPCD Director recommends approval of this rezone, with a public hearing anticipated in Fall 2025 and a SEPA Notice published on June 9, 2025.
