This legislation authorizes Seattle Parks and Recreation (SPR) to accept donated improvements, services, and project management from the Seattle Parks Foundation (SPF) for Westlake Park. The park, located at 401 Pine Street (King County parcel number 197570-0175), is a key retail core amenity completed in 1988. SPF will pursue non-SPR funds, including grants, to cover project costs, and will manage community engagement and design development. The improvements will address repairs to existing granite pavers, outgrown tree wells, remove the fountain, stage, and arch, fix electrical infrastructure, and upgrade landscaping. The project aims to create a more welcoming, functional, and flexible space for community events and daily users, address safety concerns with improved lighting, and enhance technology access with added electrical outlets and public Wi-Fi. This initiative is part of the City's 2025-2030 Capital Improvement Program and Downtown Activation Plan, with $1.4 million in 2025 and $2.3 million in 2026 from Real Estate Excise Tax proceeds allocated for revitalization. The legislation also aims to mitigate urban heat island effects through additional plantings and increased permeable surfaces.
