The San Francisco Board of Supervisors approved a Global Master Encroachment Permit (GMEP) for Bridge-Potrero Community Associates LLC, the master developer of the 38-acre Potrero HOPE SF Project. This permit grants revocable permission to maintain various public right-of-way encroachments and improvements within the project area. These improvements, part of the larger Potrero HOPE SF redevelopment, include custom paving materials, benches, landscaping with irrigation systems, drainage facilities (laterals, inlets, through-curb drains, grates), temporary walkways, stairwells, railings, retaining walls (including wood walls), and community gardens. The resolution delegates authority to the Public Works Director to assign responsibility for sidewalk maintenance and liability, with the potential for transfer to a homeowners' association or other entity. The approval includes environmental findings under CEQA and consistency with the General Plan and Planning Code policies, and waives public right-of-way occupancy assessment fees as the encroachments are a condition of a City-approved Development Agreement. The GMEP allows for future phases of similar improvements subject to annexation provisions.
