The City Council is considering an ordinance to amend the Administrative Code to promote equitable access to shelter and behavioral health services. The proposed ordinance would prohibit the City from siting new City-funded homeless shelters, transitional housing, or certain behavioral health residential care and treatment facilities in neighborhoods where the existing share of such beds exceeds the neighborhood's share of unsheltered persons. It also includes a 300-foot buffer zone between new and existing homeless shelters. The Board of Supervisors would have the authority to waive these prohibitions if it finds that the proposed location is in the public interest. The ordinance is currently pending final action by the Board of Supervisors, with a final action date scheduled for September 2, 2025.
