The City Council approved an additional $2 million in federal HOME Investment Partnerships (HOME) Program and other affordable housing gap funds for The Moreland, Phase I affordable housing development. This funding is to address cost increases and market fluctuations for the project. The Moreland is an affordable multifamily rental housing project redeveloping the former Deck Park Vista Apartments site. Phase I will consist of a 132-unit development with studio to three-bedroom units, a community room, fitness center, computer room, teen/youth space, and parking garage. Phase II will add 105 units. Construction for Phase I is anticipated to begin in January 2026 and be completed by the end of 2027. The project is located on two acres at 1125 N. 3rd Street in the Downtown Core, zoned under the Downtown Core-Evans Churchill East Character Area. The Housing Department has committed 131 project-based vouchers for residents. This decision builds on previous approvals, including $10 million in American Rescue Plan Act funding in February 2023 and the approval to contract with Brinshore Development, LLC in June 2025.
