The City Council of Phoenix authorized the City Manager to enter into master agreements with three contractors (Primavera Grading & Paving, LLC; M. R. Tanner Development and Construction, LLC; and Talis Construction Corporation) for Mill and Overlay Pavement Maintenance Program Job Order Contracting (JOC) services. The total fee for all services will not exceed $375 million. The program aims to remove and replace or restore deteriorated or damaged pavements in the right-of-way for Arterial, Major Collector, Minor Collector, and Residential Pavement Overlay on streets within Phoenix city limits. Services include Crack Seal, Slurry Seal, Microseal, Sealcoating, Fractured Aggregate Surface Treatment, Scrub Sealing, and Fog Sealing. The JOC contractors are also responsible for fulfilling Small Business Enterprise program requirements. The City Council also granted an exception to Phoenix City Code 42-20 to allow for indemnification and assumption of liability provisions in the documents. The term of each master agreement is for up to five years or $125 million, whichever occurs first, for each contractor. The funding is available in the Street Transportation Department's Capital Improvement Program budget.
