The City Council of Phoenix adopted an amendment to the 2025 General Plan (GPA-SM-1-25-8) for a 14.37-acre parcel located approximately 1,130 feet east of the northeast corner of 23rd Avenue and Baseline Road. The amendment changes the land use classification to Residential 10 to 15 dwelling units per acre to allow for multifamily residential development. Previously, the land was designated as Residential with densities ranging from 1 to 5 dwelling units per acre across different portions of the site, and was currently agricultural land. The proposed change aligns with a companion rezoning case (Z-31-25-8) to rezone the site from S-1 (Ranch or Farm Residence) to R-3 (Multifamily Residence District). Staff recommended approval, noting that the proposed designation is consistent with surrounding land uses and provides an appropriate transition between single-family residential and commercial areas.
