The City Council approved the rezoning of a 14.37-acre site from S-1 (Ranch or Farm Residence) to R-3 (Multifamily Residence District) for the development of 188 multifamily residential units. The project, known as Yardly at Baseline, will offer a mix of one- and two-bedroom units, with one-story units along the perimeter and both one- and two-story units internally. The overall density will be 13.1 dwelling units per acre. The development will include a community clubhouse, pool, recreational amenities, and a secondary amenity near the northeast corner. Stipulations for approval include general conformance with the site plan, presentation of building elevations to the South Mountain Village Planning Committee, specific architectural material and color requirements, a minimum of one-third of dwelling unit buildings not exceeding one story or 20 feet in height, and comprehensive bicycle infrastructure including shaded parking, charging receptacles for electric bicycles, and a repair station. Additionally, the development must incorporate extensive landscaping, shaded pedestrian pathways and parking areas, green stormwater infrastructure, and reconstruct the bus stop pad on westbound Baseline Road. A 30-foot-wide multi-use trail easement will be dedicated along Baseline Road, and all existing electrical utilities will be undergrounded. Archaeological testing may be required, and the landowner must execute a Proposition 207 waiver of claims form prior to final site plan approval. The project aims to provide additional housing options in line with the Housing Phoenix Plan.
