The Phoenix City Council adopted Ordinance G-7414, approving a spot rezoning for a 1.01-acre property at the southeast corner of 21st Place and Eugie Terrace. The rezoning changes the district classification from R-3 (Multifamily Residence District) to R-5 (Multifamily Residence District – Restricted Commercial) to permit a 24-unit multifamily residential development. The project will feature a building constructed on stilts, providing parking underneath for 36 vehicles, five of which are accessible. Central to the development is a 2,272-square-foot open space with a barbecue area. The approval is subject to several stipulations, including limiting the development to 24 units and general conformance with elevations stamped June 16, 2025. Other conditions include enhanced landscaping with a minimum of 50% live coverage, shaded pedestrian pathways (75% minimum shade), the use of decorative pavers for walkways crossing vehicular paths, and the construction of a 5-foot-wide sidewalk along 21st Place/Eugie Terrace. Vehicular access will be limited to a single point on 21st Place/Eugie Terrace, and all street improvements must comply with ADA standards. The development also mandates bicycle parking (0.25 spaces per unit, up to 50 spaces) with 10% including EV charging capabilities, a bicycle repair station, water conservation measures, and the implementation of at least two green stormwater infrastructure elements.
