City staff from the Planning and Development Department, Water Services Department, and Site Planning section all recommended approval without any stipulations. The City noted public benefits including potential increases in private tax revenue, elimination of third-party general liability claims, reduced maintenance expenses, and the facilitation of new development through replatting.
