The City Council adopted an ordinance to restrict funds from Ground Lease 163765, executed between the City and Laveen Elementary School District No. 59. This lease, effective July 1, 2025, allows the District to construct, maintain, and operate a public-school facility on approximately 20 acres of an undeveloped 40-acre park property. The funds collected from this ground lease are designated as Development Impact Fee replacement and will be deposited into a sub-fund within the Southwest Impact Fee Fund. These funds are to be used exclusively for first-time capital improvements to the remaining 20 acres of the unimproved City park property located at the northeast corner of South 59th and West Olney avenues. The Parks and Recreation Department plans to develop the remaining 20 acres into a future park once construction and ongoing maintenance funding is secured.
