The City of Phoenix has awarded contracts for claims adjusting, damage appraisal, and subrogation services to six vendors: Carl Warren & Company, LLC; Claims Management Resources, Inc. dba CMR; Copper Claims Services, Inc.; Crawford & Company; Custard Insurance Adjusters, Inc.; and Royal Roofing & Exteriors, LLC dba Royal Roofing and Exteriors. These contracts aim to provide additional support to the City's Risk Management Division during peak periods. The services will include investigating, adjusting, and settling or denying liability claims on behalf of the City. A new aspect of these contracts is the inclusion of subrogation services. The most common liability claims covered involve Police and Fire operations, heavy equipment use, maintenance of public premises, street design and maintenance, trash pickup, water/wastewater treatment and distribution, and motor vehicle operations. The procurement followed Administrative Regulation 3.10 to establish a Qualified Vendor List, with six out of ten offerors deemed responsive and responsible. The contracts are set to begin around October 1, 2025, for a five-year term with no extension options.
