This ordinance amends Chapters 14-600 (Use Regulations) and 14-700 (Development Standards) of The Philadelphia Code. It establishes new use requirements for above-ground garages owned by public entities and new development standards applicable to certain areas of land located within an area bounded by 10th Street, Chestnut Street, 11th Street, and Ludlow Street. For CMX-4 and CMX-5 districts, above-ground parking garages not publicly owned require a special exception, while publicly owned garages are permitted if they provide at least 400 parking spaces and integrate a waste management area. The ordinance introduces a Public Street Enhancement Bonus, offering a height bonus for properties providing specific street enhancements on the 1000 block of Ludlow Street between 10th and 11th Streets. These enhancements must be at least 30 ft wide, unobstructed, and include sidewalk improvements, pedestrian-scale lighting, landscaping, and public art on garage facades. Additional Floor Area Ratio (FAR) of 200 or 300 is granted based on the linear footage of enhancements. Zoning permits for publicly owned garages in the specified boundary area require preliminary approval from the Streets Department for compliance with these enhancement standards. Additionally, the ordinance amends the Dimensional Standards for Commercial Districts Dimensional Table for the described area.
