The City of Philadelphia City Council authorized the Director of Planning and Development and the Director of Commerce to file applications for and accept various federal and state grants. These include approximately $44.3 million for a Community Development Block Grant (CDBG), $11.3 million for the HOME Investment Partnership program, $9.6 million for the Housing Opportunities for Persons with AIDS (HOPWA) grant, and $3.9 million for the Emergency Solutions Grant (ESG) from HUD. Additionally, the authorization includes up to $5 million from the Commonwealth of Pennsylvania for blight prevention programs and up to $2 million from the Keystone Communities Program (across two departments) for various community development initiatives. The Director of Commerce is also authorized to use the HUD Section 108 Loan Guarantee Program for up to $20 million, pledging CDBG funds as security. The total authorized amount for grants and loan guarantees is approximately $95.98 million.
