The City of Philadelphia City Council has approved a Service Agreement with the Philadelphia Redevelopment Authority to finance the Housing Opportunities Made Easy (H.O.M.E.) Plan, authorizing the issuance of up to $800 million in bonds. This comprehensive citywide initiative aims to address housing production and preservation, home affordability, and homeowner and renter assistance. Key programs include expanding homeownership, preventing housing instability, supporting contractor training, reducing blight, urban beautification, and improving neighborhood infrastructure. The plan also involves programs like Acquisition Fund, Adaptive Modifications Program, Affordable Housing Preservation, Affordable Housing Production, Basic Systems Repair Program, Homelessness Prevention, and Land Bank Acquisition Fund. Proceeds from the obligations will be used for property acquisition, construction, improvements, and various related services to benefit low, moderate, and middle-income residents.
