The City Council of Philadelphia enacted Bill No. 250212 to amend Chapter 19-4400 of The Philadelphia Code, titled 'Development Impact Tax.' The amendment ends the imposition of this tax on the privilege of constructing or improving structures for human occupancy for residential purposes. The tax will expire on June 30, 2025, and will not be imposed on building permit applications filed on or after that date. The ordinance provides exemptions for improvements connected with rental-housing projects funded by the City, which are bound by restrictive covenants or regulatory agreements requiring units to meet Moderate Income rental housing standards. It also exempts owner-occupied housing projects on land provided by the City at a below-market price, requiring units to be sold to households earning up to 100% of the Area Median Income. The ordinance takes effect immediately upon its final action date.
