The ordinance amends Section 14-529 of The Philadelphia Code, known as the "/VDO, Fifth District Overlay District." Specifically, it removes prior exceptions for minimum residential lot area and floor area, height, and dwelling unit density bonus eligibility within this district. The changes delete specific provisions for the RSA-5 district regarding minimum lot area, removing the ability to divide lots into smaller 800 sq. ft. parcels under certain conditions. It also modifies density provisions for the CMX-2 district, capping dwelling units based on lot size, allowing a maximum of two units for lots less than 1,440 sq. ft. and three units for 1,440-1,919 sq. ft. lots. Furthermore, the ordinance eliminates bonus eligibility for floor area, height, or dwelling unit density, which were previously allowed under "Mixed Income Housing" or "Green Roof" provisions. These revisions aim to tighten the zoning regulations within the Fifth District Overlay.
