The City of Philadelphia has enacted amendments to Chapters 14-600 ("Use Regulations") and 14-700 ("Development Standards") of The Philadelphia Code. The changes establish new use requirements for above-ground parking garages owned by public entities within CMX-4 and CMX-5 commercial districts, allowing them as an permitted use without special exception if they provide a minimum of 400 parking spaces and integrate a waste management area for retail establishments. Additionally, the ordinance introduces a 'Public Street Enhancement Bonus' for properties within the area bounded by 10th Street, Chestnut Street, 11th Street, and Ludlow Street. This bonus provides additional building height (FAR) for developments that include public street enhancements such as high-quality paving, pedestrian-scale lighting, landscaping, and public art on garage facades. Preliminary approval from the Streets Department for these enhancements is a prerequisite for utilizing the remapped zoning classification.
