The City Council of Philadelphia enacted a bill authorizing the Director of Planning and Development and the Director of Commerce to file applications for significant federal and state grants for housing and community development. This includes approximately $44.3 million for a Community Development Block Grant (CDBG), $11.3 million for the HOME Investment Partnership program, $9.6 million for Housing Opportunities for Persons with AIDS (HOPWA), and $3.9 million for the Emergency Solutions Grant (ESG). Additionally, the authorization covers applications for up to $5 million for state blight prevention programs and up to $2 million from the Keystone Communities Program for various initiatives including Elm Street, Façade and Planning, Public Improvement, and Accessible Housing. The Director of Commerce is also authorized to use the Section 108 Loan Guarantee Program for up to $20 million, leveraging CDBG funds as security for repayment. The applications are part of the Annual Action Plan 2026.
