The City of Philadelphia has authorized and approved an $800,000,000 Service Agreement with the Philadelphia Redevelopment Authority to finance the Housing Opportunities Made Easy (H.O.M.E.) Plan. This comprehensive initiative aims to address housing production and preservation, home affordability, homeowner and renter assistance, contractor training, blight and vacant property reduction, urban beautification, and neighborhood infrastructure. The plan will be financed through the issuance of bonds, notes, or other evidences of indebtedness by the Authority. Annual program statements and budgets will require City Council approval for the expenditure of these funds. A Project Review Team will oversee certain changes and start-up expenditures. The ordinance also authorizes the disposition of up to 1,000 city-owned parcels, not exceeding 1,500 square feet each, for housing development in connection with the H.O.M.E. Plan, subject to district councilmember approval.
