The City Council approved two special permits (C 250197 ZSM and C 250198 ZSM) submitted by VNO 350 Park Development LLC for a proposed commercial building at 350 Park Avenue, located in the C5-3 and C5-2.5 Districts within the Special Midtown District of Manhattan. The first special permit (81-645) allows a 3.0 FAR increase in conjunction with the provision of an above-grade public concourse. The second special permit (81-685) modifies various zoning requirements, including the definition of a qualifying site and mandatory requirements for publicly accessible space, height and setback regulations (Daylight Evaluation), floor area distribution, and mandatory district plan elements such as retail continuity, streetscape regulations, pedestrian circulation space, and major building entrances. The project site encompasses Block 1287, Lots 21, 27, 28, and 33. The Subcommittee and Land Use Committee recommended approval, and the Council subsequently adopted the resolutions.
