This local law mandates the creation and maintenance of a comprehensive residential fire emergency response guide for New York City residents affected by fire emergencies. An agency designated by the Mayor, in collaboration with the Fire Department (FDNY), the Department of Housing Preservation and Development (HPD), and the Department of Buildings (DOB), will develop the guide. It will include information on assisting agencies, post-fire inspections, emergency aid and housing resources (disaggregated by borough), landlord duties, tenant protections, and best practices for renters' insurance and utility suspension. The FDNY will distribute the guide via QR codes on department vehicles at fire scenes, and relevant agencies will make it available at post-fire inspections. The guide will also be published on the Mayor's office website in designated citywide languages.
