The New York City Council approved a local law (Int. No. 791-A) requiring the Department of Social Services (DSS) to post data concerning vacant supportive housing units on its website. The law mandates that by January 1, 2026, DSS must provide information on vacant units within the coordinated assessment and placement system, and by June 1, 2026, data on vacant units within the HIV/AIDS Services Administration’s (HASA) web system. This information will be disaggregated by whether the unit is new or already in use, the contracting agency, and whether it's congregate or scatter site housing. Key data points include the total number and percentage of online vacant units, units with referrals in process, offline units, and vacant units where a client has not yet been referred for an interview. Additionally, DSS must report the average and median days for unit occupancy and client referrals. Monthly updates are required for most information, while average/median days data will be updated quarterly. The law takes effect immediately upon enactment.
