An ordinance was approved by the Planning Commission to amend a Specific Plan (SP) for a 1.08-acre site located at 1701, 1703, 1705, 1707, 1709 & 1711 9th Avenue North and 901 Buchanan Street, at the southern corner of 9th Avenue North and Buchanan Street. The properties are currently zoned SP and partially within a Detached Accessory Dwelling Unit Overlay District. The amendment permits a mixed-use development with uses generally consistent with the MUL-A-NS district, but explicitly prohibits alternative financial services, beer and cigarette markets, bars, night clubs, and both owner-occupied and non-owner-occupied short-term rentals within the entire development. The approval by the Planning Commission on June 26, 2025, included several conditions. These conditions require the removal of specific design standards, a re-evaluation of the build-to-zone if the 9th Avenue North right-of-way is abandoned, and coordination for emergency vehicle access and pavement removal. Other conditions stipulate requirements for rear landscape buffers, street-oriented units with pedestrian connections, right-of-way dedication, architectural elevations, and compliance with Metro Reviewing Agencies. The final site plan must label internal driveways as 'Private Driveways' maintained by a Property Owners' Association, and no master permit/HPR can be recorded prior to final SP approval. Additionally, a final plat may be required, and all Metro Fire Marshal's Office requirements for emergency vehicle access and water supply must be met before building permits are issued.
