The staff report found the zoning change consistent with the Comprehensive Plan and the requested waiver justified due to the existing building's location 5 ft. from the southern property line, making a 10 ft. buffer impossible without reducing the structure's size. A 5 ft. landscape buffer area and a 6 ft. tall privacy screen will be maintained along the southern property line.
