The Louisville Metro Council considered case 24-ZONE-0114 for VPR Eastwood Business Park, located at 16223, 16301, 16305 Shelbyville Road and 211 Johnson Road, encompassing approximately 11.4 acres. The Planning Commission had recommended approval of a rezoning from C-2 Commercial and R-4 Single Family Residential to C-1 Commercial, and a change in the form district from Village to Village Center. The Council, however, rejected the Planning Commission's recommendation for the zoning change, opting to maintain the existing C-2 Commercial and R-4 Single Family Residential zoning designations. Despite the zoning rejection, the Council approved the change in the form district from Village to Village Center. The proposed development envisioned a mixed commercial/office center, including a 16,800 SF elderly care facility, a 16,800 SF medical center, approximately 25,000 SF of retail space, and a 32,700 SF two-story office building, totaling around 91,300 SF. The project also involved requests for variances, a conditional use permit for the nursing home, and a detailed district development plan with binding elements. Concerns were raised regarding traffic impact on the already failing intersection of Shelbyville Road and Johnson Road, and the lack of approval from KYTC for a proposed traffic signal. The Council cited non-conformance with Mobility Goals and policies related to traffic mitigation, pedestrian/bicycle facilities, and public transportation access as reasons for rejecting the rezoning. The development plan included proposed roadway improvements, such as turn lanes and a potential traffic signal, and various binding elements related to construction, landscaping, and tree preservation.
