Under the new rules, a Planning Commission recommendation for a zoning map amendment will automatically become final after 21 days unless an aggrieved party or the legislative body requests a review. If a review is requested or the Planning Commission's decision is not unanimous, the matter will proceed to the legislative body for a decision within 90 days. Unanimous Planning Commission recommendations would require a two-thirds majority vote of the Council to initiate a review, accelerating the approval timeline for many projects.
