The Housing and Homelessness Committee considered a City Administrative Officer report regarding the grant close-out of four Project Homekey1 projects. These projects, NoHo Apartments (70 units), Canoga Park Place (51 units), Orchid (41 units), and Panorama (51 units), received funding from the Community Development Block Grant Program under the Coronavirus Aid, Relief and Economic Security (CARE) Act for rehabilitation and off-site infrastructure improvements. The City was initially awarded $9,450,000 and later authorized to apply for additional funds, totaling $17,786,593 across the four sites. The projects involve converting former hotels/motels into permanent supportive housing for individuals and households experiencing homelessness. NoHo Apartments and Orchid projects are ready for grant close-out, having completed rehabilitation and received approval on payment requests. Canoga Park Place has completed rehabilitation and infrastructure improvements, and its grant close-out will proceed once the final award amount is confirmed. The Pano project's construction, including a new three-story building, is scheduled for completion in December 2025, after which the city will record a 55-year regulatory agreement for its long-term use as affordable housing. The Committee recommended to note and file the report, indicating no further Council action is required at this time.
