On March 25, 2025, the Planning and Land Use Management (PLUM) Committee approved a Motion (McOsker/Padilla) instructing the Department of City Planning (DCP) and the Chief Legislative Analyst (CLA) to report on language incorporating state and local labor standards into the draft Affordable Housing Streamlining Ordinance (CF 23-0623-S1). The proposed ordinance aims to codify the Mayor's Executive Directive 1 and align with updated citywide regulations, including the Citywide Housing Incentive Program and Resident Protections Ordinance. The report analyzed labor standards from various state bills (AB 785, AB 2011, SB 4, SB 423) and local initiatives (Measure ULA), focusing on their applicability to housing projects, unit count triggers, and distinct provisions. Four frameworks for labor requirements were outlined for potential application to the ordinance, considering prevailing wage, apprenticeship/health care, and project labor agreements, with varying unit and height thresholds (e.g., 10+ units, 40+ units, 75+ units, or 85 feet in height). The revised proposed ordinance (Attachment C) establishes procedures and performance standards for administrative approval of one hundred percent affordable housing projects, including provisions for increased Floor Area Ratio (FAR), reduced setbacks, parking screening, and minimum glazing, and outlines eligibility requirements.
