This includes a financial analysis of contract transfers, realistic timelines for necessary agreements and staffing, and recommendations for programmatic and contractual obligations with the County Department, such as real-time data reporting and geographic prioritization for housing placements. The motion also seeks to increase City integration within the Emergency Centralized Response Center, analyze statutory minimum funding commitments for LAHSA, and recommend funding levels for LAHSA's continuing roles (e.g., Homeless Count, CoC, Coordinated Entry System). Additionally, the City Administrative Officer (CAO) is directed to engage with the County to explore a new MOU for greater administrative efficiencies and cost-sharing models for interim housing sites, and the CLA is to discuss long-term plans for other County homelessness response networks and estimate funding for LAHSA and LAHD in their respective roles.
