This bill appropriates $5,222,642 from the Opioid Settlement Fund Contingency Account to the Opioid Settlement Fund – Subsidies and Contributions to Private Organizations Account to fund Opioid and Substance Use Disorder Settlement Proceeds Grants (OSUD Grants) for Fiscal Year 2025-2026. It waives Section 84.301 of the Ordinance Code to allow a portion of the funds deposited in early calendar year 2025 to be included in this fiscal year's grant cycle and authorizes a lump sum appropriation outside of the standard annual budget ordinance. Oversight will be provided by the Opioid Abatement Manager within the Jacksonville Fire and Rescue Department. The funds will be allocated for prevention (34%), treatment (33%), and recovery support (33%) as approved in Ordinance 2025-182-E. This appropriation will be awarded as grants-in-aid to miscellaneous agencies.
