An ordinance adopting a small-scale amendment to the Future Land Use Map series of the 2045 Comprehensive Plan by changing the future land use designation from Low Density Residential (LDR) to Medium Density Residential (MDR) for approximately 5.34 acres. The property is located at 0 Owen Avenue, between the end of Owen Avenue and Winton Drive in Council District 10. This amendment was applied for by Michael Herzberg on behalf of the owner, Christiana Forest SJ, LLC, under application number L-6019-25C. The Planning and Development Department reviewed the proposed revision and application and prepared a written report. The Planning Commission, acting as the Local Planning Agency (LPA), and the Land Use and Zoning (LUZ) Committee of the City Council both held public hearings and made recommendations to the City Council. The City Council determined it necessary and desirable to adopt this amendment to the 2045 Comprehensive Plan to preserve and enhance present advantages, encourage the most appropriate use of land, water, and resources, and deal effectively with future problems.
