The City Council of Jacksonville has approved Ordinance 2025-655, appropriating $2,474,030.29 from the General Fund Operating Fund – Interfund Transfer In account. This funding, returned from the termination of the Jacksonville International Airport Community Redevelopment Agency pursuant to Ordinance 2023-496-E, is designated for construction costs related to improvements at the intersection of Starratt Road and Yellow Bluff Road. The project involves constructing a Northbound Left Turn Lane with approximately 250 linear feet of storage, an Eastbound Left Turn Lane with approximately 150 linear feet of storage, and traffic signal modifications. These improvements are intended to serve as a temporary solution to address traffic concerns at the intersection until a future, more comprehensive intersection reconstruction project can be completed. The ordinance also amends the 2025-2029 Five-Year Capital Improvement Plan (CIP) to reflect this new project, emphasizing that delaying this amendment would detrimentally impact the community by delaying the project's commencement. Oversight of the project will be managed by the Public Works Department. The appropriation is for the 2024-2025 fiscal year.
