The City of Houston City Council has approved and authorized six Job Order Contracts for construction services under the Task Order and Job Order Contracting Program. These contracts are awarded to Brown & Root Industrial Services, LLC; F.H. Paschen, S.N. Nielsen & Associates, LLC; FMG Construction Group, LLC; Horizon International Group, LLC; JR Thomas Group, Inc.; and Lee Construction & Maintenance Company. Each contract has a maximum amount of $20,000,000.00 and a term of two years with three one-year renewal options. The General Services Department (GSD) uses this program to facilitate minor construction, maintenance, repairs, rehabilitations, or alterations of various city facilities, including carpentry, masonry, concrete, paving, HVAC, electrical, mechanical, and landscaping. This method allows the City to expedite smaller projects and respond quickly to emergencies. Work orders are issued and approved based on pre-described and pre-priced tasks from the R.S. Means Facilities Construction Cost Data Book, subject to a discounted rate. The program is funded through supplemental allocations from departmental budgets or bond funds. The RFP was advertised in January 2025, and seventeen firms responded. A selection committee evaluated the respondents based on project experience, JOC experience, and personnel experience, selecting the top six firms.
