The City Council approved the first Amended and Restated Interlocal Agreement between the City of Houston and the Gulfgate Redevelopment Authority for improvements to Charlton Park. This agreement revises a prior agreement from September 16, 2024, requiring the City to manage the project due to new guidance from the Texas Parks and Wildlife Department. The Authority will return $250,228 of City funds previously transferred to them and will remit an additional $1,000,000 to the City for its share of project costs, while also agreeing to cover any cost overruns. The project, funded by a $1,250,228 federal sub-award, includes fencing, curb ramps, irrigation, parking lot renovations, electrical and site lighting upgrades, removal of invasive species, tree protection, site utility upgrades, demolition, site prep, improvements to existing amenities such as playgrounds, exercise stations, splashpads, and the installation of a shade pavilion, walkways, retaining walls, and native landscaping. The grant project period extends through September 30, 2026. Once funds are received from the Authority, HPARD will proceed to award a contract for the work.
