The application for this designation was initiated by the property owner of 3012 Southmore Boulevard, Lot 4, Block 6 of the Riverside Extension Subdivision, with support from 61% of the block's owners. The Houston Planning Commission reviewed a protested application on March 20, 2025, and recommended the establishment of the SMLSB to the City Council.
