The City Council approved the Amended and Restated 27th and Larimer Urban Redevelopment Plan. The original plan, adopted in November 2022, established the 27th and Larimer Urban Redevelopment Area (URA) and envisioned a project with retail, residential (including affordable housing), a publicly accessible outdoor plaza, and below-grade parking. Due to market conditions and the developer's inability to secure a residential partner, the project scope was revised. The amended plan now focuses on the adaptive reuse of existing buildings for retail, the construction of new retail/grocery buildings, replacement of below-grade parking with surface parking, and retaining open space and office components. The residential development component, including affordable units, has been postponed or removed from the current plan definition. This revision leads to a reduction in total commercial development from 101,113 SF to 60,000 SF and a decrease in maximum reimbursable project costs via Tax Increment Financing from $19.55 million to $9.25 million. The URA boundaries remain unchanged. The plan emphasizes infill development and adaptive reuse, aligning with the city's comprehensive plans.
