In November 2022, the City Council adopted the 27th and Larimer Urban Redevelopment Plan, establishing the 27th and Larimer Urban Redevelopment Area (URA) to address blight and stimulate growth. The original project included mixed-use development with retail, residential, a public plaza, and below-grade parking. Due to market conditions from 2022 through mid-2024, the residential component of the project was postponed. The Amended and Restated Urban Redevelopment Plan modifies the project definition to focus on the adaptive reuse of existing buildings for new retail spaces, the development of new retail and grocery buildings on the south and northeast portions of the site, and the replacement of below-grade parking with surface parking. The plan maintains the open space square footage and office space. This amendment also redefines the Tax Increment Financing (TIF) support, decreasing the maximum reimbursable project costs from $19.55 million to $9.25 million. The URA boundaries and the previously approved sales tax and property tax increment areas remain unchanged.
