The Columbus Development Commission recommended approval (4-0) to rezone 14.00± acres, consisting of five undeveloped parcels, from R, Rural District, to L-AR-1, Limited Apartment Residential District (H-35). This rezoning facilitates the construction of a multi-unit residential development, Brighton Reserve, with a maximum of 264 dwelling units. The proposed apartment complex will include residential amenities such as a pool, clubhouse, outdoor kitchen, fire pit, and a dog park. While the project is inconsistent with the Northeast Area Plan's recommendation of 'Office-Light Industrial' for this location, staff supported the proposal due to its location on a transit corridor and compatibility with existing apartment residential in the vicinity. A concurrent Council variance (CV25-043) is also under consideration to reduce development standards, including increasing detached garage height from 15 to 16 feet, decreasing the front setback along Stelzer Road from 60 to 25 feet, and reducing parking and building setbacks along I-670 from 25 to 5 feet. The developer will contribute money to the City’s Recreation and Parks Department as per the park land dedication ordinance. The site will be landscaped according to the submitted plan, with provisions for utilities within setbacks. Building elevations may see slight adjustments for engineering or topographical reasons.
