The Columbus Development Commission recommended approval to rezone 14.00± acres from R, Rural District, to L-AR-1, Limited Apartment Residential District. This change permits a multi-unit residential development with a maximum of 264 dwelling units. The site consists of five undeveloped parcels, which are pending annexation into the City of Columbus. The proposed apartment complex will include residential amenities such as a pool, clubhouse, outdoor kitchen, fire pit, and a dog park, as detailed in the submitted site plan. Although the proposed use is inconsistent with the Northeast Area Plan's recommendation for 'Office-Light Industrial' land uses, staff support the proposal due to its location on a transit corridor and compatibility with existing apartment residential developments to the west. A concurrent Council variance (CV25-043) is also under consideration to reduce certain development standards, specifically building and parking setback lines, and to increase detached garage height. The developer will also contribute financially to the City's Recreation and Parks Department as required by the park land dedication ordinance.
