Columbus City Council passed Ordinance No. 2449-2025, amending Ordinance No. 2012-2025, which was initially passed on July 28, 2025. This amendment revises the grant amount authorized for The Tony R. Wells Foundation dba The Wells Foundation from up to $3,033,898.00 to $2,761,076.15. The grant supports the Columbus Resilient Housing Initiative (RHI), which aims to provide eviction and homelessness prevention services to vulnerable residents. The revised grant specifically allows for the provision of rental assistance, utility assistance, other necessary services, and now includes reasonable food and non-alcoholic beverages to increase housing stability. The Tony R. Wells Foundation will act as a fiscal manager, disbursing funds directly to landlords, utility companies, and service providers on behalf of eligible residents. The RHI program is estimated to serve approximately 500 households over a seven-month period, from September 1, 2025, to March 31, 2026. The funding is sourced from the Income Tax Set Aside funds (ITSA). The amendment also authorizes the advancement of funds on a predetermined schedule and declares an emergency to immediately assist residents.
