This ordinance authorizes an expenditure of up to $2,000,000.00 in HOME Investment Partnerships Program (HOME) program income funds from the U.S. Department of Housing and Urban Development. These funds will be used for the construction of the Aspire Columbus project, an innovative, mixed-income development in downtown Columbus. The project, developed by Columbus Metropolitan Housing Authority (CMHA) and designed by Moody Nolan Architects, will consist of 82 units, ranging from studio to 3-bedroom. 25% of the units will be affordable for households earning less than 50% of the area median income (AMI), with eleven units specifically for households under 30% AMI, subsidized by HUD Section 811 Project Rental Assistance Program Funds. The remaining 12 units will be market rate. Residents will have access to amenities such as free Wi-Fi, an exercise room, and outdoor space, as well as various support services including credit and budget counseling, job search assistance, and health resources.
