The City of Columbus declared its official intent and reasonable expectation to reimburse its State Issue II Street Projects Fund for the Signals – N. 4th Street Phase I project with the proceeds of tax-exempt debt from the State of Ohio. This project involves replacing existing traffic signals at five intersections along 4th Street (at 1st, 2nd, 5th, 7th, and 17th Avenues) with new poles and equipment to meet current design and technology standards. New fiber optic cable will also be installed to connect the signals to the existing Columbus Traffic Signal System (CTSS) network. The Ohio Public Works Commission (OPWC) offered a 14-year, zero-percent interest loan totaling $572,590.00 to the Department of Public Service for this project as part of the State Capital Improvement Program, with a total estimated project cost of $3,881,232.00, including a grant of $1,708,642.00 from OPWC funds and $1,600,000.00 from local revenues. The resolution is necessary to comply with Internal Revenue Service regulations regarding the loan, allowing the city to accept the funds promptly.
