The City Council approved the rezoning of a 3.96-acre site at 3639 Gender Road from Commercial Planned Development (CPD) District to Apartment Residential (AR-3) District. This change facilitates the development of an affordable senior assisted living facility. The proposed project is consistent with the South East Land Use Plan's recommendation for Mixed Use 1 (16-24 dwelling units/acre). This rezoning fulfills a required condition of a previously passed ordinance (0478-2025) for proper zoning to secure OHFA funding. A 60-foot height district is established for the AR-3 zoning. The Development Commission and the Greater South East Area Commission both recommended approval. A concurrent Council Variance (CV25-071) is pending to address variances for an existing telecommunications monopole and potential reductions in rear yard and parking requirements. The applicant is also required to satisfy the Parkland Dedication Ordinance. The ordinance was declared an emergency to expedite the construction of affordable housing.
