The City of Columbus City Council passed an emergency ordinance (AN25-018) to formally establish the municipal services and zoning conditions that will be provided to a 19.471-acre area in Jackson Township upon its proposed annexation to the city. This ordinance is a prerequisite by the Ohio Revised Code for an annexation petition filed with Franklin County, and a separate city ordinance will be required later to officially accept the annexation if approved by the County Commissioners. The site's current use is religious, with an anticipated use of apartments and religious facilities. Planning staff are supportive of the annexation, despite inconsistencies with the Westland Area Plan, due to existing medium-density residential nearby and consistency with Columbus Citywide Planning Policies design guidelines. Upon annexation, the city will provide water and sanitary sewer services, with connections and public mainline extensions at the owner's expense. The ordinance also stipulates that if the City permits uses deemed incompatible with existing Jackson Township zoning, a buffer (including open space, landscaping, fences, or streets) will be required. The annexation is being sought by VIDA NUEVA Wesleyan Church and Kittle Property Group, Inc. The ordinance has no direct fiscal impact, but future revenue generation is anticipated.
