The City of Chicago, through its Department of Planning and Development's ChiBlockBuilder platform, is selling a city-owned property at 949 W 59 St. The property, acquired by the city through foreclosure of liens, is being sold for market rate development. Ali Salem was selected as the buyer for the construction of a surface parking lot. The market value of the property as of July 20, 2025, was determined to be $9,124 by CBRE Group, Inc. The sale is subject to several conditions, including the submission and approval of final construction plans, obtaining all necessary permits (including zoning approvals), and submitting a final budget with proof of financing. The buyer must also notify the Cook County Assessor of the change in use and ownership. The ordinance will be null and void if the buyer fails to close on the acquisition within 60 days of the ordinance's passage, unless an extension is granted by the Commissioner.
