The Board of Supervisors formally adopted findings in support of their prior decision to approve a Conditional Use Authorization (CUA) for a proposed project at 3400 Laguna Street. This action followed the Board's conditional disapproval of the Planning Commission's earlier approval of the CUA. The project involves amending an existing Planned Unit Development (PUD) to allow the demolition of two of the five existing buildings (the Perry Connector and the Health Care Center) and the construction of two new buildings (the Bay Building and the Francisco Building) in their place. Additionally, two other existing buildings will be renovated, and the Julia Morgan building will receive improvements. The development will add approximately 58,380 square feet of institutional use and increase the number of residential care suites from 86 to 109. The site is located within the RM-1 (Residential-Mixed, Low Density) Zoning District and 40-X Height and Bulk Districts. The Planning Commission had certified the Final Environmental Impact Report for the project on April 17, 2025, which the Board of Supervisors affirmed on June 17, 2025. Following a public hearing on June 17, 2025, the Board voted to approve the CUA with modified findings, specifically revising Finding 6(L) to address the project's size and intensity for programmatic viability.
