The San Francisco Board of Supervisors retroactively authorized the Department of Public Health (SFDPH) to accept and expend a $2,489,698.63 grant from the California Department of Health Care Services (DHCS), passed through the San Francisco Health Plan (SFHP). This funding is for the “Housing and Homelessness Incentive Program (HHIP) Expanding San Francisco Department of Public Health Recuperative Care Community Supports.” The grant term is from May 15, 2025, to June 30, 2026. The program aims to address San Francisco's mental health, addiction, and homelessness crises by moving individuals from streets into treatment and sustained recovery. Funds will expand Recuperative Care Community Supports and streamline program delivery for Medi-Cal members experiencing homelessness through the RESTORE, Eleanora Fagan/Kean, and Hummingbird programs. The grant covers operating expenses, staffing, and Epic implementation for enhanced data sharing and care coordination. SFDPH will utilize the funds to scale RESTORE 1 from 35 to 70 rooms, hire necessary staff, and improve access to opioid medication for at least 25 clients by June 30, 2026. Additionally, two transportation vans will be purchased to facilitate client transport. The Board delegated authority to the Director of Health to approve the Grant Agreement, and indirect costs were waived to maximize direct service expenditures.
